President Signs S.2320 into Law Providing an Additional $1 Billion for LIHEAP and Releases Emergency Funds

March 23, 2006 - President Bush signed S. 2320 into law on March 20, 2006. S. 2320 provides an additional $500 million in block grant funding for FY 2006 and $500 million in contingency funding that can only be released by the President. President Bush released the $500 million in contingency funding on March 23, 2006. Funding was provided by transferring the $1 billion provided for LIHEAP for FY 2007 in the Budget Act. Note: S. 2320 provides that states cannot use any of the additional funds provided for administrative purposes. Current law allows states to use up to 10 percent of their program allocation to cover administrative costs.
