FY 2008 Appropriations Update

President: The Administration proposed to decrease the block
grant from $1.98 billion to $1.5 billion and increase emergency
contingency funding from $181.7 million to $282 million.
House (HR 3043): The House passed Labor, Health and Human
Services and Education Appropriations bill (HR 3043) provided $2.662
billion for FY 2008, an increase of $500 million over the comparable
amount provided for FY 2007. The bill provided for FY 08: $1.98 billion
in block grant funding, the same level as provided in FY 07 and $682
million in contingency funds, an increase of about $500 million over the
FY 07 contingency fund level of $181.7.
Senate (S. 1710): The Senate passed version of the Labor,
Health and Human Services and Education Appropriations bill provided
$2.162 billion for FY 2008, the same level as provided for FY 2007. The
bill includes $1.98 billion in block grant and $181.7 million in
contingency funds.
The House/Senate Conference bill maintained the block grant at $1.98
billion and increased emergency contingency funding by $250 million to
$431.7 million. The President vetoed the bill on November 13; an attempt
by the House to override the veto failed on 11/16/07.
