The following is the language in the President’s FY 2013 budget. The budget
would provide $3.02 billion (down from $3.5 billion in FY 2012) of which $2.82
billion (down from $3.5 billion) would go through the formula of which $2.378
billion would go through the old formula (down from $2.974 billion in FY 2012)
and $403 million would go through the new formula (down from $497 million in
FY 2012). The remaining $200 million would be provided as emergency funds (no
funds were provided for emergency assistance in FY 2012). The budget would also
provide up to $3 million for T and TA and program integrity (monitoring for
internal controls, same as in FY 2012). The impact of the budget cuts would
be severe. At least one million families would be eliminated from the program.

The following is the language in the President’s Budget Request
LOW INCOME HOME ENERGY ASSISTANCE
For making payments under subsections (b), [and] (d), and (e) of section
2602 of the Low Income Home Energy Assistance Act of 1981,
[$3,478,246,000] $3,020,000,000, of which $2,820,000,000 shall be for
payments under subsections (b) and (d) of such section; and of which
$200,000,000 shall be for making payments under subsection (e) of such
$3,020,000,000, of which $2,820,000,000 shall be for
payments under subsections (b) and (d) of such section; and of which
$200,000,000 shall be for making payments under subsection (e) of such
section, to be made notwithstanding the designation requirements of such
subsection: Provided, That all but [$497,000,000] $403,000,000 of [such
funds] the amount provided in this section for subsections (b) and (d)
shall be allocated as though the total appropriation for such payments
for fiscal year [2012] 2013 was less than $1,975,000,000: Provided further,
That notwithstanding section 2609A(a), of the amounts appropriated
under section 2602(b), not more than $3,000,000 of such amounts may
be reserved by the Secretary for technical assistance, training, and
monitoring of program activities for compliance with internal controls,
